Executive Council Highlights

Highlights of September 25, 2004 Meeting

Location: SCP Offices 348 Albert St., Regina

Meeting called to order at 10:15 a.m.

Present: The Registrar and all Council members were present.

  1. The Council received a written opinion from legal counsel M. Rasmussen regarding The Distinction between “Membership” and “Licensing” in the Discipline Context of Self-governing Professions in which she concluded that the College is restricted to the investigation and discipline of complaints against its members, but that non-payment of fees or resignation as a member does not remove the College’s responsibility and jurisdiction to proceed. M. Rasmussen will be invited to the next meeting to advise Council regarding other issues
  2. Planning for the 2005 AGM has begun. Thanks to Dr. Debbie Boyes for agreeing to help with arrangements. The STF Eamer Auditorium in Saskatoon was booked for March 19, 2005.
  3. S. Adams reported that the Privacy Conference was fully booked. It was requested that she act as co-chair.
  4. It was agreed that the Applicant Self-Report document be piloted for a period of 3 months starting the 21st of October. Applicants will be requested to provide feedback regarding its use. Thanks to Dr. D. Randall for his work on this document.
  5. The Professional Conduct Committee report to the Council showed that there were 16 active cases with three of those nearing completion. It was agreed that former members of PCC be authorized to serve as alternates in specific cases where a conflict of interest might make a current member ineligible to serve.
  6. The Professional Practices and Ethics Committee provided Council with feedback regarding several questions. This information will be used to guide Council and to help develop advisories for members of the College. One such advisory regarding contingency fees was approved by Council and will be available on the SCP website shortly. Thanks to Chairman S. Boechler and the rest of the Committee for their valuable assistance in dealing with these issues.
  7. Council continues to approach Government authorities to clarify when Public Representatives will be appointed. It is hoped that these public individuals can increase the timely communication between the established committees and Council.

The meeting adjourned at 3:30 p.m.
Future meetings were tentatively scheduled for October 16th, November 20th, and December 18th 2004 and for January 20th 2005.
